i've removed all my subscribed threads, stopped notification, changed my email and logged out.

then changed my email back to where i want it, verified it twice, initiated instant notification again and still nada.

i have a few subscribed threads again but nothing.

it works from other sites but not here.

I was able to get the message without a problem (except it went into spam) at a GMail account so the server is definitely sending the emails. It has to be something on your/Hotmail end.

weird, there are no messages in any folder including junk/spam.

i will change it to a gmail account now and see.

i trust all my other settings are fine?

I would take it you didn't get an email on GMail, note it takes about 5 minutes, for some reason PM emails go through immediately.
