You are never safe, even in your own home.
Now it's not just 2 ways, safe/unsafe, but rather levels of safety.
You must acknowledge your own limitations and risk wherever you travel, even down to your neighborhood 7-11.
You cannot naively put that responsibility on others, and sadly that is what most "all-inclusive" type people expect.
