U think is any different in US? Or Europe for that matter? It's the very same....
if you overstay in US without a regular extension ( which many times is very difficult to get) you get deported ( if caught obviously) and never come back... I do't think people can complain for few thousand pesos that DR is asking...

Is it possible to buy another tourist card and avoid the penalty fees?
Dug around on the DR Government website and found out you can buy a 90 day tourist card for 22 USD on arrival.

For those who have been here a while ... There is a new process created for the undocumented Hatians which, is available to all foreigners who qualify. This streamlined process leads to a 10 year cedula. A quick interview in Puerto Plata, no medical checks, no trips to la capital... I'm waiting for mine now!:smile:

No Government fees. There are a couple of local lawyers are offering this for about a grand.

So far I have heard $1000 to 1400. For 10 years is just over a $100 to $1400 a year.

Just some info as there has been a load of confusion about this plan.
It is called Plan Nacional De Regularizacion De Extranjeros.
The requirements to qualify are quite extensive but you don't need a lawyer to do this.

There a no govt. fees or charges although there will be costs associated with notarizing or apostilling some of the various documents.
The office in Puerto Plata opened in early October and is next to the main policia nacional building on Ave Luis Ginebra.
As I understand it, this process will give you a 1 year residency permit, thereafter the holder has to go through the regular residency application channels, so if you like it will get you quickly into the system, save you going back to your home country to get a residency visa and possibly some of the other normal requirements such as solvency documentation as you will effectively be providing this information under this program.
What is your source for the 10 year cedula as I have not heard anywhere that this program, or any other, gives the recipient a 10 year cedula, hell even permanent residents with 10 plus years residency in country cannot get that.

That doesn't say anything about buying a new tourist card. I think it refers to the overstay fee. 31 to 90 days would be 800 pesos, approx. $22 depending on the exchange rate when that was posted.

Correct, and it has always been an option to visit Migracion in Santo Domingo and pay the up to 90 days overstay fee in advance instead of waiting until you leave and pay it at the point of departure.
