This is my best shot at a loose translation but my Spanish is very basic so I would be grateful to anyone who can improve on it.

"Prostitutes of the Dominican city of Santiago threatened to undress in the streets today, to protest against a new initiative by the authorities. The spokeswoman for the sex workers, Belgium Martinez, asked the Police to let them work, otherwise, she warned, they will march naked in the streets. Martinez told the press that many of her companions are single mothers, some of them illiterate, who find it very difficult to obtain jobs and have resorted to prostitution to maintain their children.

Also, they protest that sometimes when they are caught by the Police they are forced to have sex with them and bribe them to be released. The department of Migration confirmed today that in the last four days 43 Haitian prostitutes have been caught and deported.

The head of Central Cibao Police (North), Raudo Ramirez Commas, told the press that they arrest prostitutes every day in the lower part of the city, following persistent complaints by residents. However, he added, they are set free by the courts unless they are charged with a specific crime because prostitution is not illegal in the DR. Ramirez Commas said that they will continue the initiative against the prostitutes until they succeed in driving them out of the area."

I am not sure what is meant by "la parte baja de la ciudad". Does this just mean "downtown" or does it mean a geographical area (like "Lower" California), or is it derogatory in the sense of "lowlife area"?

Note that, as in all of these initiatives, the police concentrate their efforts on Haitians because they are easy targets.

I wonder if Belgium Martinez is the crack whore who once turned me down as a customer?

It seems that the Dominican prostitutes are not breaking any law. Is it possible that the Haitian prostitutes are in the DR without proper documentation? If that is the case then they are the only ones doing something illegal.

I don't know where "lower" Santiago is but for me when I was there in 2006 I found hoes in around the casinos and the Monument.

I remember see streetwalkers (Short-shorts and fishnets even) during a late-night beer-run shortly after the drinking curfews were in place. It was 10-15 blocks below the Aloha Sol hotel (away from the monument) and to the left.

One of the street intersections was 30th de Marzo & 16th de Augosto. It is just right next to a town square.

I did not get out the car, we had a walker actually get the beer for us. Man, it was a real shady sceen.
