Here is a table, from flyerguide.com, listing the foreign exchange/transaction fees for using your credit and ATM cards outside the USA.

Out of all the cards in the link, above, I plan to use Capital One and PayPal.

Notes
$500/day limit. Fees appear to vary depending on the account-holder's state of residence and/or how the account was opened. Branch-based customers in NY report a $1.50 fee, for example, while accounts opened through CapOne Direct Banking in regions without CapOne branches do not have a $1.50 fee. Be sure to check the terms for your particular account before traveling.

I prefer paypal but now I will look into Capital One as a back up.

Jimmy got me using the PayPal debit card a few years back. Works awesome I use it all the time now.
