Has nothing to do with mongers, the custom's shake downs are just a small piece of the pie. It's a culture thing. The only real difference is Dominicans pay lower bribe amounts.

Don Tomas, that is true. I had to pay typest at police station 50dr to type the report i paid 500dr to get filed. In all 18.75US to get a police report to send my insurance company. Gringo price = 600dr. I am told local Dominican price would have been 35 to 65dr plus the 50dr official looking stamps for report. Total maybe 115 vs 600 gringo.
