As I understand it, there is some type of history involving Sosua (particularly El Batey) serving as a haven to Jews fleeing the Holocaust. Out of curiosity, was the creation of the park meant, at least in part, to serve as a memorialization to that history, hence the Jewish flag?
That beach never existed until sometime in 2007. Over a period of about one week mother nature made this beach (that is what a few employees of Casa Marina told me).
I stayed at Sosúa by the Sea in January 2007. Casa Marina only had the one huge beach and S by the S had a nice little stretch of beach.
When I returned to the Su in 2009 there was the new huge beach at what is now Parque Mirador, the original beach at Casa Marina was a lot smaller, and there was almost no beach left at S by the S.
By some freak of nature, sand travelled from the CM's original beach and S by the S's beach to form the new beach.

It is a beautiful beach, but in the winter months (Jan to April), the surf here can be nasty. And there is a steep drop off once you enter the water.
In winter 2009, my buddy got slammed onto the beach by a huge breaker. He suffered a deep contusion to the shoulder. He was in extreme pain and had to see a doctor. The doctor gave him a shot of painkiller/anti-inflammtory, placed his arm in a sling, and gave him pain-killers.
He still had a couple of days of vacation left, so this incident pretty well ruined the rest of it.
Looks like the New Park is a big hit!
My condo overlooks this park. Over the past year, I got to watch a DR construction project---one that has actually seen completion (almost). The process was so painfully slow, but it was amusing watching the amateur workforce.
It looks a hell of a lot nicer that the decrepid parking lot that was there
