i believe the minimum wage is less than $7000 pesos a month.
the "free zones" have a different scale i think.
private arrangements like for a maid can vary widely as well dependant upon duties and days worked.

A free zone factory worker makes a little over a hundred and twenty bucks a month.
Girls working in store make about the same. A girl in a car wash pulls down about 70 bucks, since they are expected to get tips too.
College professionals will usually start around three hundred to four hundred a month.
Self employed is the way to go. While a construction worker gets around ten bucks a day, many trades such as electricians, plumbers, metal workers, etc. can make as much as 80-100 bucks a day, but the norm is around 50-70 bucks.
Taxes are included in everything you buy, and more to come. Income taxes start if you earn more than 28K a month, if I'm not mistaken. ( I can't believe I don't know how much I pay every two weeks!)

A friend of mine who graduated from the Law school there is still making $6000RD/month as an office worker.
My former GF who is a Govt auditor makes about $20,000RD - $25,000RD per month.
The security guard at a hotel I stayed at in 2006 made 200 pesos /day.

Regarding the free zones "Zona Francas", I read in a recent article they are starting to close because even with their cheap monthly salaries of $130 a month, companies are able to find even cheaper labor in other countries such as China.
The article also said that sugar plantations, such as the one in Montellano, have closed due to the same reasons.
These effects can be attributed to Globalization
During my last trip I experienced quite a few non top shelf chicas quoting prices of 3,000 + pesos for TLN. I even had one Pedro Clisante tier two who refused to move off of 2,500 for ST. For some reason some newbie took a liking to a semi-amiga who is fat and to me, at least, not attractive. She quoted the poor guy a price of 3,000 pesos for ST. He rightfully refused. When I told her later that she was pricing herself out of the market she was astonished. Apparently someone is paying these prices and it's upsetting the entire price sructure. Comparing these positions to the average wage in the country really brings them into focus. What really ticks me off is that often these idiots have the nerve to call you cheap when you refuse to agree to their crazy demands.

Free Trade Zones are areas where products not meant for sale within the DR are made tax free. There are also other incentives too.
Gap, Banana Republic, Express, and other companies all have factories in the DR but many are pulling out for cheaper labor in China and elsewhere.

Unlike the US, there is no one minimum wage for the DR, yes technically states can increase the minimum wage and many have chosen to do so but the DR is much more complicated.
For example: (using RD$33-US$1)
For private companies such as hotels, casinos, fast food, etc the min monthly wageS are:
Assets over RD$4,000,000 (US$121,212)
Min Monthly Wage=RD$5,575 (US$169)
Assets RD$4,000,000 to RD$2,000,000 (US$121,212-$60606)
MMW=RD$4,000 (US$121)
Assets Under RD$2,000,000 (US$60,606)
MMW=RD$3,600 (US$113)
So McD's/BurgerKing/Wendy's have to pay RD$5,575/month but somewhere like the NYShark Bar is probably on the RD$3,600 scale.
Now on to commercial/industrial/services companies such as banks, an office, manufacturing, etc.:
Assets over RD$4,000,000 (US$121,212)
MMW=RD$7,360 (US$230)
Assets RD$4,000,000 to RD$2,000,000 (US$121,212-$60606)
MMW=RD$5,060 (US$153)
Assets Under RD$2,000,000 (US$60,606)
MMW=RD$4,485 (US$136)
Basic Farm workers are on yet another scale, at least it's only one wage this time:
RD$150 (US$4.55) per Day, maximum 10 hours.
NOTE: Different activites have different minimum wages so the above wage is for your basic field hand.
Free Zones have a single minimum wage like Farm Workers:
MMW=RD$3,600 (US$113)
Note in 2005 FTZ workers actually made RD$4,450/month, but the government lowered it in 2006.
YET ANOTHER sector; Health care, Education, & Non-profit orgs:
MMW=RD$5,000 (US$151)
I know the Government has a different wage scale, I couldn't find it on the site but iirc it is somewhere between the Private sector and FTZ, so let's say around RD$4,000/month, this would include police officers.
HELL They even establish minimum wages for TRADES like the Unions do in the US, but a lot lower of course. One example:
A house call by an electrician is minimum RD$70.
Now if you really want to get crazy Masonary workers are not included in the Trades above, rather they get paid based on fucking size of the blocks used to construct the site!!!!!
Also Painters get paid based on what they use to paint (oil, latex, etc.) and how big the painted area is!!!!
Want to really be sorry you asked! Construction workers who operate heavy machinary get a minimum wage based on the HORSEPOWER of the device they are operating!!!! NO LIE!

PS. So while it is unlikely you will interact with many of these workers, the waitress at a local place in Sosua is probably only being paid RD$3,600 (US$113) so don't go paying her a month's wages for 1 TLN!!!!

IF the electrical connection is nearby the minimum wage is RD$739/unit (US$22.40).
Otherwise if the electrical connection is not available and you have to run it that is another wage based on voltage!!!

No income Tax up to RD$240,000/year (US$7,272) so that would include pretty much everyone we come into contact with.
Otherwise it is:
RD$240,000 to $360,000 = 15% of the amount over RD$240,000
RD$360,000 to $500,000 = RD$18,000 + 20% of the amount over RD$360,000
Over RD$500,000 = RD$46,000 + 25% of the amount over $500,000

I assume that because of high unemployment, most people are actually employed at the minimum wages, give or take a few perks, tips, etc?
Are there any mimumum wages laid down for workers in chica hygiene training, my special skill?
