Civic group Participacion Ciudadana reports that in January and February, the Presidency spent RD$113.6 million on advertising. This was 61% of advertising by government institutions and the political parties, as reported in Clave Digital. Participacion Ciudana indicates that of the RD$133.3 million spent by the government, the Presidency spent RD$54.4 million in January and RD$59.6 million in February, or 85% of all government advertising expenditure. The Presidency was responsible for 85.4% of Executive Branch spending. The legislative branch followed, with 7.45% of government spending. Despite the proximity of the election, the report points out that the JCE only spent half a million pesos in advertising in January and February.

Of the RD$113 million, RD$80 million was used for television advertising and RD$24 million for newspapers.

Clave Digital says that of the RD$53 million spent by political parties in January and February, the PRD spent the most, or RD$21.8 million, of which RD$19.6 million were used for TV propaganda. The ruling PLD was second, with RD$21.1 million, investing RD$18.9 million in TV advertising. The PRSC spent RD$8.2 million on advertising during the period.
