Eduardo Estrella, presidential candidate for the Fourth Option, the political coalition of PRD and PRSC dissidents, proposed the implementation of a 20-year development plan if he is elected President in May, as reported in Hoy. He favors that the government reduce current spending and increase capital investments. He criticized that the recent governments have stimulated imports, and not provided sufficient incentives for the country to develop its export potential. He participated in the Grupo de Comunicaciones Corripio series of talks with presidential candidates.
Estrella proposed auditing the financial statements presented by government officers, including legislators. He commented that many times upon taking office, government officers will declare more than they have, in order to justify new wealth acquired while in office. He says there is complicity in government whereby everything stays in the family among politicians of different parties. He proposed that the state prosecutors be independent of the Executive Branch. At the present time they are appointed by the Executive Branch. He commented there is an absence of effective mechanisms to control corruption in office, which he called the main reason for the increase in poverty. He said that if he were elected, he would not place obstacles to cases of corruption advancing in court. He commented that it is possible to be a government officer and not steal. He spoke of his own time in government as Minister of Public Works and as senator.
