Central Electoral Board (JCE) judge Roberto Rosario has said that out of 5,764,387 registered voters only 2,000 don't have photos in JCE records. He explained that these people would be able to vote, as would those who have old or worn down cedula identity cards. This number is down drastically compared to the 2004 elections when close to 400,000 voters had these problems, and even more surprising considering that 650,000 Dominicans had either no photos or worn down cedulas in 2000.
