I'm curious if any one knows if it is guest friendly. I'm not liking the vibe I'm getting so far. I specifically asked if it was "guest friendly" and was asked to expand on what I meant. Any info on the place in general would be appreciated.

Are you talking about the "Coconut Palms" condos? Coming from Sosua they are on the left side of the highway about two kilometers before Cabarete.
Tpdogg has stayed here several times and can comment on the place.
