PLD political delegate Danilo Diaz has appeared on Channel 11's D'Agenda TV talk show accusing Central Electoral Board (JCE) judge Salvador Ramos of being the brain behind the transfer of thousands of voters to other voting stations, as reported today in Hoy. He revealed on TV that most of those who have been relocated have had their signatures forged. He called for a penalty to the masterminds behind the relocations. "Both with the transfers that were made voluntarily and with those that have continued residing in their usual place, as well as those who are unaware of their assigned voting station, the officers of the JCE have broken the law and should be penalized," said Diaz. Diaz said that Ramos, who is the president of the Chamber of Disputes of the JCE, (Camara Contenciosa) allowed the PRD pre-candidates to move voters from one place to another so they could win in their party's internal election. "The actions taken by Ramos, more than that of a judge, are that of a PRD militant because he acts and behaves like one; and most of the violations of the electoral law in this electoral process and in all the tricks that have been carried out, the mind of this judge has been present," he declared. He called on the Follow-up Commission to work to guarantee the transparency of the process in response to a court that has lost credibility.
Recently, the PRD-majority Congress approved the sale of a major government real estate sale concession to Ramos at a sum significantly below the market price. In August, prior to the change of government, then President Hipolito Mejia had submitted a contract to Congress for its approval of the sale of 50.72 tareas of State Sugar Council (CEA) property to Ramos. The property is located in El Higuero near the new La Isabela/Joaquin Balaguer International Airport. The plot of land was sold for RD$6,500 per tarea (1 tarea = 629 sq. meters) with a total preferential price of RD$329,680, of which Judge Ramos made an initial payment of RD$115,500. The remainder was contracted to be paid in 36 installments. The contract was signed on 17 February 2004, three months before the Presidential election, but Congress did not approve it till recently. The JCE judges are expected to be replaced once a new Congress is sworn in in August 2006.
