The World Tourism Organization fired its consultant Francesc Giro for ignoring the political consequences of his statements and for writing an untimely and inappropriate report, according to the president of the WTO. Giro had come to the DR at the request of the Ministry of Tourism to ascertain the potential for hotel development in the Bahia de las Aguilas area. Neither the Ministry of Tourism nor the World Tourism Organization made public his recommendations. On occasion of the Presidency announcing a major US$600 million investment in hotel construction in the protected reserve area, Giro sent a report with recommendations against hotel development in the area. Giro established the fragility of the area and its potable water problems, and recommended that any kind of infrastructure work should be carried out with utmost care, even access ways into the area.
Francesco Frangialli, secretary general of the organization, said that by issuing the report against development in Bahia de las Aguilas, Giro had violated his role as consultant where he should not take any side and rather act with tact and discretion. Giro said he is not sorry about raising the alert and said that from now on he would be more active to warn about what is happening with the Spanish and French hoteliers that are interested in developments in the national park area.
