An eight-person electoral observer mission from the Organization of American States will travel to the southwestern cities of Oviedo and Pedernales to investigate the unusually large number of voters who have been reassigned to vote in those localities. Independent observers say that JCE insiders relocated voters so as to secure the Senate seat for the province.
Meanwhile, El Caribe newspaper points out that the JCE has the mechanisms to find out in a matter of hours whether the people who were relocated were transferred at their own request or if someone inside the JCE made the changes.
A Listin Diario editorial urges that the JCE publish the list of those who were relocated before the election, to save surprises for voters who may show up at their usual station only to find that they have been relocated to a station several hours away. An estimated 172,000 people have been relocated, many to sparsely populated areas.
