El Caribe news commentator Jose Baez Guerrero has put into writing what many are wondering about: why former colonel Pedro Julio "Pepe" Goico, has returned now, just a week after a clear switch in the direction of political leadership in Congress as of 16 August. Goico was former President Hipolito Mejia's security chief for many years. Former President Hipolito Mejia's efforts, through the PPH faction of the PRD, to keep a stronghold in Congress failed in the recent election.
"That this known lynchpin of the previous government has chosen to return voluntarily to the country precisely the week after his political mentors suffered a crushing blow is quite a mystery, subject to a thousand interpretations," writes Baez. He comments that there are allegations that the arrested colonel rushed to return because by doing so he could choose his destination, which was Santo Domingo, but if he was directed by others, it could have been New York, where Baez Guerrero writes "he has fewer friends and relations." Goico Guerrero is linked to the major Quirino Ernesto Paulino Castillo drug trafficking case that is being heard in a New York court. In September 2004, shortly after the change of government, Goico was allowed to migrate to Spain by the present authorities. He is also implicated in the Baninter bank fraud case. A controversial figure since he was tried for involvement in a multi-million fraud case while serving as security chief at the National Lottery, Goico was employed as former President Mejia's head of security, and entrusted by Baninter with an apparently limitless credit card that he used for multimillion-peso purchases.
