Judge Jose Alejandro Vargas has sent former President Hipolito Mejia's security chief, former colonel Pedro Julio "Pepe" Goico Guerrero to three months of preventive custody. The former army colonel was taken to La Victoria prison at 5:20 yesterday afternoon according to a report by Diario Libre. The decision to send Goico to the Victoria instead of Najayo is unusual. Those tried for corruption and other white collar crimes are normally sent to Najayo.


Goico is accused of involvement in the use and distribution of money resulting from drug trafficking. As reported in the press, upon facing arrest, Goico maintained a defiant attitude towards the authorities and tried to intimidate his custodians. In statements to the press, he denied that he was arrested while hiding in a closet, claiming that he was watching television at the time. His attorneys claim his arrest is illegal and that his rights are being trampled on. (See DR1 Daily News 22 May 2006)


Listin Diario says that Pepe Goico is linked to Quirino Ernesto Paulino Castillo, who was extradited and is facing drug trafficking and money laundering charges in New York after being arrested in in Santo Domingo in December 2004. The coercion measure against Goico will be revised on 21 August. District Attorney Jose Manuel Hernandez Peguero requested the coercion measure against Goico because he had been informed of Goico's intention to flee the DR to a third country - not Spain where he had been for more nearly two years - as soon as he appeared in court for the preliminary hearing of his case.
