Budget or Constitutional Reform?

Congress is debating whether to approve the convening of the Constitution Revision Assembly to study and decide on proposed changes to the Constitution or to approve first the National Budget for 2009. As reported in Hoy, once the assembly is convened, Congress needs to focus exclusively on the reform. The approval of the budget would have to be postponed until the constitutional reform is passed.
