The association that links warehouse owners and importers has asked the Dominican government to not allow the country to lose the concession that was made during the negotiations that resulted in the DR-CAFTA agreement. This concession is with regards to Law 173, which safeguards the rights of importers and warehouse owners' exclusive rights in relation to the products or services that they import. The association's president, Domingo Espinal Collado is urging the government not to give in to pressure from the United States that would negate the guarantees of the current contracts and any contract signed before the July start up of DR-CAFTA. According to Hoy, consultants are saying that while DR-CAFTA is one thing, the idea of free trade includes reciprocity, and in order to rescind Law 173, similar laws would have to be rescinded in at least 15 states of the union and in Puerto Rico. In the broader sense, Dominican importers are trying to protect the exclusive rights that they have acquired over the years to import such items as Kodak film, Caterpillar tractors, GM vehicles, and, of course, a whole host of lesser-known products.
