The VIII Meeting of the Permanent Consultative Committee of the Inter-American Telecommunications Commission (CITEL) ended with calls for converting the digital gap in a "digital opportunity for all", especially for those who are at risk of being left behind or marginalized. The proposal was made by CITEL Secretary General Clovis Baptista, and President Sergio Scarabino, in the inaugural speeches at the convention that brought together almost 100 delegates and observers from 35 Latin American and Caribbean countries, as reported by Clave Digital. The DR had 141,000 Internet accounts on 30 April 2006.
