Penn, Schoen & Berland poll results showed that Dominicans believe that Antonio Guzman -- 1978-1982 - (21%) and Joaquin Balaguer's last 10 years - 1986-1996 (19%) were the country's best governments. The 2006 poll results show that 15% chose the first 12 years of the Balaguer administration (1966-1978), 13% favored the seven-month government of Juan Bosch (1963), 9% opted for Leonel Fernandez' first four-year term (1996-2000), and 9% preferred his current second term. Dictator Trujillo (1930-1961) received a 6% best government ranking, while Hipolito Mejia (2000-2004) is down with 4%. Salvador Jorge Blanco (1982-1986) received the lowest rating with 1%.
