yeahh, thats a common problem here. you got to make sure, that the power line who leaves the meter can not be tampered with, means kind of armored tubes. installation companies having dealt with foreignerrs should know about it. it doesnt affect your bill, as long as they pick power from any cable that is not metered.
make sure too, that your general switch is under lock and switched off when you r away, so nobody may tamper with outside extensions.
