The national director of Persecution of Administrative Corruption (DPCA), Octavio Lister, admitted that there are corrupt officials in the current public administration. Lister, who is also an assistant prosecutor, said that to say anything else would be to lie to the country.
"Of course, yes, and this has been complained about on several occasions, and for this reason we are also investigating cases in this government."
Lister said he felt that it was difficult to investigate corruption cases, "and afterwards, when people are sent to justice, it is even more difficult to get a definitive sentence and above all, for the person to serve the sentence."
He said that a corrupt person acts intelligently, not just to steal, but also because they have enough time to avoid leaving any evidence. He said that he has the authority to investigate any official from any part of the government.
"There are evidently many limitations in current practice, including when we investigate the judges themselves or the legislators."
