According to the Unique System of Beneficiaries (SIUBEN) there are 303,875 persons over 16 years old without cedulas whereas 217,163 children under 16 do not have birth certificates, a situation which aggravates their poverty and vulnerability, according to CLAVE weekly newspaper. The results of SIUBEN's survey were provided to the cabinet members who work with the coordination of social policies. These numbers show the magnitude of a problem that is decades old and that does not seem to be on the government's agenda of priorities. Hundreds of thousands of Dominicans do not have identification papers because of negligence of their parents. But on the other hand, Mario Serrano, of the Jesuit Service for Refugees and Migrants, complained that the state does not recognize the right to Dominican nationality of children born on Dominican ground to illegal Haitian immigrants.
