United States Secretary of State Condoleezza Rice, will not be attending the General Assembly of the Organization of American States (OAS) in Santo Domingo this weekend due to agenda problems, announced official sources quoted by EFE news agency. In her place, the US delegation will be led by "number two" in the State Department, Deputy Secretary Robert Zoellick. "The Secretary attended previous Assembles and would very much like to attend this one but there are several matters that require her attention," explained State Department spokesman Tom Casey. Zoellick is well known throughout Latin America, mainly because of his previous post as US Trade Representative.
