Servio Tulio Castanos of the Foundation for Institutionalism and Justice has criticized the current purges of the army and police. "They are useless," he told Hoy. He said that the measure is only a reaction to unstoppable situations. "One cannot talk of a purge when members of those corps commit crimes that they themselves plan," he said. He said that in the DR we have got to the point where the state is perceived as a criminal state, which rather than responding to problems has become the principal problem. "A state is delinquent when its institutions are infected, when 5 out of 10 crimes are committed from within the state and there are no consequences," he said.
