The extraordinary summit of heads of state and heads of governments belonging to the Central American Integration System (SICA) accepted a number of proposals presented by the Dominican delegation, but in the end there was little real benefit for the host nation, according to Diario Libre. The Dominicans suggested that Mexico become more flexible with the resources generated by the San Jose Agreement. The major accomplishments of the meeting were the announcement of the construction of a new refinery and an oil pipeline, somewhere in Central America, and an interconnected network of power lines, also for Central America. However, the Mexican delegation suggested that the Dominican Republic be included in the network, via submarine cables, as the technology advances.
