United States Secretary of State, Condoleezza Rice was not in attendance as the XXXVI General Assembly of the Organization of American States got under way in Santo Domingo yesterday. Some observers said that the no-show by Rice at the major scenario for continental diplomats to deal with problems face-to-face was a reflection of how little the US cares about Latin America. CNN reported that Rice attended a breast cancer seminar in Washington. The Assembly got off to a start with 34 nations represented by their foreign ministers or their representatives. Robert Zoellick represented Ms. Rice.
In his opening words, Secretary General Jose Miguel Insulza stressed that the OAS is an organization of democratically-elected states, disregarding whether they are center, left or right-winged governments. He said that political and economic decisions that may be taken by the governments are matters exclusive to those governments and in which the OAS does not interfere. In his opening words, he highlighted the advancements to make the OAS more functional and stressed that current high profile topics, such as migration, needed to become part of the formal agenda of the organization. Insulza also pointed out that Latin America needs to catch up with the rest of the world. He mentioned that Korea invested US$12 billion in research, while the 32 nations of Latin America and the Caribbean only invested US$11 billion for the same period of time.

Jose Miguel Insulza called for a continuation of the integration process with each nation maintaining its own visions and keeping a spirit of debate and unity between them. In his opening speech for the XXXVI Assembly of the OAS in Santo Domingo, Insulza said that Latin America was going through a period of good economic growth and that this would be a good time to finalize agreements that will consolidate what has already been achieved.
In his opening words, President Leonel Fernandez also highlighted the importance of reducing the digital divide in the region.
The assembly is focusing on governance and new technologies and will continue throughout Monday and end on Tuesday evening at the convention center at the Ministry of Foreign Relations in Santo Domingo. Strict security measures and traffic restrictions are in force for the duration of the assembly.
