The Organization of American States (OAS) presented the Declaration of Santo Domingo at the closing ceremonies of their XXXVI General Assembly yesterday. The session, marred by a couple of exploding circuit breakers in the electric system that produced an hour-long blackout at the Ministry of Foreign Relations, approved the declaration that pushes for the widespread use of information technologies throughout the continents. The declaration decrees that this technology is a useful tool for equal development, the strengthening of governments and for the promotion of human rights. The declaration reinforces the obligation to produce an environment that favors the development of national industry that is technological and competitive, promoting innovations and investments in the private sector, while generating jobs and fighting poverty.
