President Leonel Fernandez understands that it would be "traumatic and costly" if the population were to be asked to choose a Constitutional Assembly, and therefore, he proposes a widespread consultation process among civil society, the municipalities, going from province to province to retrieve suggestions for constitutional reforms. These proposals will be channeled upwards toward a group of experts that is now being put together in Santo Domingo.
The issue of constitutional reform was part of the conversation between Fernandez and Colombian President Alvaro Uribe that took place in Altos de Chavon in La Romana over the weekend. Uribe promised to send some of the Colombian experts who worked on the new Colombian constitution to assist in the task. According to sources close to the conversation, Hoy reports that the Dominican President rejected the idea of a national referendum due to costs and the difficulty of getting the population back to the polls after the recent elections.
