The magistrate of the Fourth Court of Instruction of the province of Santo Domingo has granted a million- peso bail decree for alleged murderer Pablo Leonel Velasquez, the Air Force colonel accused of being the brains behind the murder of Major Jose Manuel Herran Mancebo last December. The motive, according to the prosecutor, was based on a romantic relationship. Listin Diario reports that as well as the RD$1.0 million bail bond, the officer will be required to report to the prosecutor's office each Friday for up to three months. Velasquez will also be under surveillance by the Ministry of the Armed Forces and is subject to an impediment against leaving the country. While the accused gathers the required bond money, he will remain in custody. According to the prosecutor, the Justice Department tried to get the accused remanded in custody but the judge did not believe that he was a flight risk and was therefore granted bail.
