Metro minister Diandino Pena was prompt in his response to World Bank representative in the DR Christina Malmberg who criticized the high cost of building and operating a metro in the DR. Malmberg had told reporters that the government had opted for the most expensive solution to public transport. Pena said that the government had chosen the most feasible solution, the one most suited to Dominican needs. Pena is in charge of the Office for the Reordering of Transport (OPRET) that has been entrusted with the construction of the country's first metro line from Villa Mella to Correa y Cidron (Centro de los Heroes). Pena argued that on the avenues chosen for the metro, bus solutions such as those implemented in Bogota or Santiago de Chile would not fit. Other alternative wider streets were not considered.
