According to a recent report by the United Nations Children's Fund (UNICEF) quoted by the Inter-American Development Bank (IDB) 26% of Dominican children under 15 do not figure on the civil registry. A report in Diario Libre indicates that an initiative was launched yesterday to call the attention of Latin America on this problem. The IDB states that the lack of basic documentation does not allow persons in Latin America to dedicate to economic activities, to have access to basic services or to exercise their citizen rights.
Taxpayers have paid on multiple occasions for the setting up by the Central Electoral Board of a hospital-based registration programs, but this has not happened and funds have been diverted for other purposes.
