The chief justice of the Supreme Court of the Dominican Republic, Jorge Subero Isa told a group of newspaper editors that the "buddy system" is one of the chief obstacles to reforming the Dominican judicial system. He said that one would have to be extremely political and statesmanlike in order to be able to push through the idea of an independent judicial system. Subero was quick to point out that the advances made with regards to judicial independence have to be preserved, especially in the face of the proposed constitutional reforms announced by the government. He said that "the Constitution is not a toy to be used by politicians."


The chief justice ended his comments by saying that he was in agreement that the Judicial Power was running the risk of trying to be so perfect that it was not getting any convictions, and that this might well move the politicians to urge further reforms.


Subero made his remarks as he also presented the agenda of the XIII Ibero-American Judicial Summit. Twenty-three nations will send delegates to the conference.
