Small and medium-sized businesses are worst affected by long blackouts that are once again affecting the DR, despite a considerable rate increase. Small companies also bear the brunt of the high cost of having to run backup power generators.
Coinciding with the blackouts and rate increase, TV investigative journalist Nuria Piera has just released another report on bloated payrolls at the government owned electricity companies.
Nuria exposed widespread nepotism and bloated payrolls at the Dominican Corporation of State-Run Electricity Companies (CDEEE) under executive vice president Radhames Segura, who has led electricity policy throughout the three Fernandez administrations. She pointed out how the payroll went from RD$84 million in 2004 to RD$400 million, with a total of 8,862 employees, while efficiency has been notoriously on the decline and the cost of the service to consumers rising.
Segura declined to respond to any inquiries about the payroll of the companies under his supervision. He did however describe the investigative report as "nothing more than a media frenzy", as reported in Diario Libre.
