UNIBE University Dean Julio Amado Castanos Guzman is concerned about the "brain drain" in the DR and its effect on the nation's development. Speaking at the university's latest commencement ceremony, Castanos blames this phenomenon on a lack of real opportunities for college graduates in the DR.
