The Dominican airport authorities have authorized local airports to charge US$0.02 for each pound of perishable products exported or US$0.06 for each pound imported. Airport Department executive director Andres Vanderhorst told reporters that these charges of 2 US? per pound were justified by the airports as part of their expansion, maintenance and security requirements.
The official was quoted in Listin Diario as saying, "These 2? per pound applied to the export products that are not from agricultural production will not have to be paid by the exporter of perishable products, but by the cargo airlines."
Vanderhorst listed flowers, fruits, vegetables, beans, and meats as perishable exports from the DR.
Vanderhorst made it clear that this was a charge for airport services, not a new tax. The Executive Branch, nonetheless, handed down a decree last March that eliminated the charge with the aim of making Dominican exports more attractive. On this question, Vanderhorst insisted that the air cargo companies that operate from the Dominican Republic took on the payment of the 2c for perishables as part of their own costs.
