Miguel Vargas Maldonado, president of the PRD, says that legislators of his party will only approve soft loans. Vargas said party legislators will only vote in favor of loans from multilateral organizations, such as the World Bank and InterAmerican Development Bank. He explained that these loans cost less and come with a strict monitoring of the use of the funds, so the money cannot be used for motives other than those the loan was originally contracted for.
The Fernandez administration has pending the approval of US$48 million to the Brazilian export financing agency, BNDES-Exim. A Brazilian firm Odebrecht has teamed with the local Grupo Estrella for the construction of the Duarte Corridor, providing north-south overpasses to expedite traffic in Santo Domingo. The government also seeks to place US$1 billion in sovereign bonds to overcome its current financial deficit.
The PLD is majority in both chambers of Congress.
Diario Libre reports that since 16 August 2008, Congress has approved 16 loan contracts for US$1.18 billion for the government, of which US$330.7 million would be for the electricity sector.
