View Full Version : Fernandez says Rosario controls the money

Judge of the Disputes Chamber of the Central Electoral Board (JCE), Aura Celeste Fernandez assured reporters yesterday that the Administrative Chamber of the institution knows all about the handling of the funds of the National School for Electoral and Civil Registry Formation (EFEC) because it has the direct control of the finances of the school.
According to the Listin Diario, judge Fernandez sent a letter to the JCE's chief magistrate Julio Cesar Castanos Guzman stating that the EFEC "does not approve expenses, nor does it write checks, nor make payments, but rather all of this is done directly by the Administrative Chamber under Judge Roberto Rosario, and this is the reason as we have said before, that the Administrative Chamber has full knowledge and the control of the budget of the EFEC."
Fernandez goes on to say that while in 2008 the budget did not have a separate allotment in the 2008 JCE budget, this was approved for this year. But she clarified that at no time was the school allowed to open an account that would be handled directly by the school. Instead, the same procedures as before were used for funds disbursements.
Fernandez said in her note to the JCE president that although Roberto Rosario has been invited to all of the meetings of the board of directors of EFEC, he only attended one of them, last 11 December. However, he has received the minutes of every meeting and decision.
The EFEC director said that the handling of international funds is not done independently, but rather it is done through the financial system of the JCE, and consequently the expenses and payments are duly registered in the financial department of the JCE. She said that there were two way in which international financing were handled: one was when a collaborating international agency executes by itself the expenses of cooperation whether it be paying for the consultants, professors or speakers and the second way was paying directly the consultants or events etc.
Central Electoral Board (JCE) Administrative Chamber head, Roberto Rosario had asked for a statement of cash flows to determine the use of budgeted funds for the National School of Electoral Formation (EFEC). His request came on the heels of requests by Fernandez for more transparency and participation of the plenary of JCE judges in major financial decisions.
