The United States Agency for International Development (USAID) and the United Nations Development Program (UNDP) have expressed concern about the weakness of the DR's educational system. USAID Director Elena Brineman warned that the public educational system is failing and that it needs attention. She stated that a survey carried out by Pontificia Universidad Catolica Madre y Maestra (PUCMM), Instituto Tecnologico de Santo Domingo (INTEC) and the University of Zunic, found that children in the fifth grade of the public system cannot compete with children in the third grade of the private system, "in terms of reading comprehension and mathematics", according to a report by Diario Libre. UNDP Representative Niky Fabiancic believes that "people's skills must be improved in the society of knowledge we are entering". The official said that good education requires adequate human resources, making training and the professional improvement of teachers and the educational system in general, a requirement.
