Diario Libre reports that license plate OL00234 recovered from the vehicle that was used by the murderers of former police colonel Jose Amado Gonzalez Gonzalez on 24 December had been assigned to former Army chief Tommy Fernandez Alarcon, in his capacity as a retired high-ranking officer. Jose Amado Gonzalez Gonzalez was under investigation for his ties to fugitive drug trafficker Jose Figueroa Agosto.
Diario Libre reports that former Army major Bienvenido Antonio Savinon Aybar had signed for the license plate in a procedure described as common in the Armed Forces when superior officers send their underlings to receive equipment.
Major Fernandez Alarcon reportedly used the plate on his own SUV vehicle, a Volkswagen Touareg that was reported stolen on 20 November 2009.
Major Savinon reported the loss, because he had signed for the vehicle using Form 25. Savinon himself had been dishonorably discharged from the Army after being caught in New York with a shipment of crack, and had been deported.
Diario Libre reports that former Mayor Bienvenido Antonio Savinon Aybar appears in Army records as assigned to the Presidency. In the archives of the Controller General of the Republic, the former officer appears wearing his official army uniform and as an employee of the Administrative Secretariat of the Presidency, using employee card 0000221 and account No. 13500. The data was updated in October 2009.
