El Caribe reports today on the rapid professional promotions that benefited police Colonel Elvis Florencio Soriano Familia. Soriano Familia is being investigated in connection with the murder of former police colonel Jose Amado Gonzalez Gonzalez, who had strong links with Puerto Rican drug trafficking fugitive Jose David Figueroa Agosto. The newspaper says that Soriano Familia joined the police without going through the routine training levels. He was instantly given the rank of sergeant during Major General Rafael Guerrero Peralta's term (1992-94). Six months later, he was promoted to second lieutenant, skipping the rank of sergeant major. He was promoted to first lieutenant that same December. In 1996 he was promoted to captain, and in 2001 to major. Four years later, in August 2005, he was promoted to lieutenant colonel, the only rank he gained following the normal promotion structure in the force. On 1 October 2009 he was promoted to colonel, after 16 years and 3 months in the force. Soriano Familia was born in Las Matas de Farfan, San Juan de la Maguana on 29 April 1967.
His name was first mentioned when upon her arrest, Sobeida Felix Morel, accused of money laundering and her ties with drug trafficker Jose Figueroa Agosto, said at the Palace of Justice of Ciudad Nueva: "I make Colonel Soriano Familia responsible for whatever happens to me." She also accused him of taking the missing bag of money in the confiscation of US$4.6 million from a SUV registered in her name in the parking lot of the Alco Paradisso luxury apartment block.
On 28 December, a man claiming to be Figueroa Agosto called popular radio talk show El Gobierno de la Manana (Z101) and said he had sent US$1 million to Familia with the murdered Colonel Gonzalez Gonzalez so the latter could arrange his escape when he was pursued by DNCD agents.
