In today's Listin Diario editorial, the writer wonders what could have happened at the National Drug Control Department (DNCD) that led to the replacement of former head Major General Rafael Radhames Ramirez Ferreiras. On 18 August, Ramirez was replaced and sent to direct the Armed Forces medical health plan (ARSFFAA). Ramirez had multiple arrests and drug confiscations to his credit.
Listin Diario recalls that in June 2008, Ramirez declared that all was set for announcing the arrest of a "big fish" with more money and power than Quirino Ernesto Paulino, who was extradited to the US. Ramirez had described the man as someone "with very good ties with politicians and military figures." At the time, he said that the details of the case would be made public in one or two weeks, but he was replaced two months later and the identity of the "big fish" was never revealed.
Listin Diario speculates that it is interesting that a year and three months on, the country has learned about the sheer scale of Puerto Rican drug baron Jose Figueroa Agosto's drug business in the DR. The newspaper editorial says it is pertinent to establish whether Ramirez was indeed referring to Figueroa Agosto, and who his accomplices were, and if that is so, what happened there. "Who put a hold on justice and other instances so that the case did not reach the courts and so that the case would not be made public as Ramirez had promised"?
