According to a recent Enhogar survey conducted on behalf of the Ministry of Economy, Planning and Development, the rate of murders and violent deaths in the country is at an "epidemic" level, having surpassed the "acceptable" 8 per 100,000 inhabitants level established by the Pan-American Health Organization, as reported in Diario Libre.
As of September 2008, there were 1,807 deaths for a 25.3 level, near the level of 2005 when the government launched the Democratic Security Plan. The plan is aimed at restoring the crime rate to the level of 2001, when it was 12.4 per 100,000 inhabitants.
Sociologist Leopoldo Artiles headed the research. In the conclusions, Artiles suggests more studies and follow-up of security indicators, stressing a need to reinforce preventive security. It also proposes to analyze the public perception of Police inefficiency, incapacity and complicity with criminals.
