As the pre-Summit "United for a Better Future for Haiti" was taking place in Santo Domingo, an emergency meeting was held in Brussels, where European Union development ministers met to discuss Haiti in the wake of the earthquake tragedy. The EU's Higher Representative for Foreign Affairs and commission vice-president, Catherine Ashton acknowledged the need to organize aid more effectively. Ashton is due to travel to the US on Wednesday to discuss the Haitian quake with US Secretary of State Hillary Rodham Clinton and UN Secretary General Ban Ki-moon.
Meanwhile, the European Union has promised more than EUR420 million in aid, of which 229 million will be allocated to humanitarian aid and immediate recovery programs. Germany committed to increase its initial pledge of EUR1.5 million to EUR7.5 million. Britain pledged to treble its aid to GBP20 million.
The European Commission has convened EU heads of state or government in Brussels for further discussions on Haiti for 11 February.
The Council of the European Union, in its conclusions reached at the Extraordinary Foreign Affairs Council Meeting in Brussels on 18 January commends the Dominican Republic for its solidarity with Haiti. "The Council commends the Dominican Republic for the role it is playing in this crisis. The EU remains ready to provide assistance to the Dominican Republic." These comments are made in the third point of the document that outlines the current European Union position on the Haiti tragedy.
The European Commission's Humanitarian Aid department (ECHO) is providing an initial EUR3m to international relief groups to help meet the cost of shelter and medical support. ECHO's regional office for the Caribbean is based in the DR. A relief expert traveled to Port-au-Prince shortly after the tragedy to carry out a first needs assessment.
