[DR1] Restrictions on judges

Supreme Court of Justice President Jorge Subero Isa has prohibited judges from offering consultations, expediting rulings or following up on cases in courts under the criterion that the courts are independent of one another and from any authority in the Judicial system, according to a report in Diario Libre. A memorandum to judges indicates that the High Court's interest is to do away with any disloyal or ethically questionable practice. Subero reminds judges that their independence is based on the freedom of their juridical responsibility and quotes Article 8 or the Judicial Organization Law, which prohibits judges from "offering consultation in judicial matters, of a contentious nature, or that may acquire that character". The prohibition includes judges of the High Court itself.
