The PLD and PRD parties are saying that they do not have female candidates with "sufficient representation" and in the alternate order that is required in order to fulfill the 33% female quota of the candidacies. "In some cases, it was not even possible to elect any woman candidate" in the internal primaries, according to sources. For this reason, Diario Libre says the two parties have requested, in a letter to the full body of the Central Electoral Board (JCE), that if they do not obtain the candidates to fulfill this legal requirement for the municipal and congressional posts and for each district, they should be permitted to quantify this percentage based on all their candidates to elective posts. They said this possibility is considered in the recently approved Resolution on the Female Quota.
The letter, signed by the political delegates of the PLD, Cesar Pina Toribio and the PRD, Virgilio Bello Rosa, says: "In the case of some of the parties, alliances of parties, and political groups that may participate in the Congressional and Municipal Elections of 16 May 2010, and are not able to present, in some electoral districts, female candidates in the proportion established by the Law, they could satisfy their nomination and proposals to the Central Electoral Board, in conformity with Art 68 of the electoral Law Number 275-97." The article mentioned refers to the obligation to include a proportion of no less than 33% of women for the total number of positions in the Congress and in the Municipalities, with the exception of the post of mayor. They emphasize that if the Full Body of the JCE has written a Resolution, whether or not it is notified, the resolution is to be considered as a formal request to reconsider what was agreed upon.
