used to be free but not now, to my knowledge anyway. still cheap though!

To my knowledge, you'll have to pay for the service. The ones that used to be free aren't anymore.

Orange was never free and you had to use a pre-paid card.

Verizon is free.

PS. Note you can't even send a message phone to phone from Orange to Verizon while in the DR! You have to use a Verizon phone to message another Verizon phone, and the same for Orange.
