[DR1] Cracks in the Democratic Security Plan

Residents of the Colonial Zone are unhappy about the application of the Democratic Security Plan (DSP) in their area. They told El Caribe reporter Oscar Quezada that there are robberies, assaults and other crimes, just like before the DSP. The locals say that, in fact, things are worse than before since the streets are nearly always dark because the power is out, and the patrols promised last month by President Fernandez are not on the job as yet. One local resident said that the police officers deployed by the DSP are the same ones who were there before the DSP was announced, "and to top things off, they stay in the same places as always." Some local residents are turning to trained dogs for their own protection.
