The continuing debate over possible changes to the much-debated Penal Code got a lot hotter over the weekend when the number two judge at the Supreme Court, Rafael Luciano Pichardo, announced that he was in favor of a sweeping series of changes in the Code. The Penal Code, introduced last year, is cited by many people, including the police, legislators, and prosecutors as being too easy on offenders. Associate Judge Jose Hernandez Machado told reporters from Listin Diario that he was completely in agreement with Judge Luciano Pichardo, since in his opinion there are important aspects of Constitutional law under the new Code.
Continuing the debate, the head of the FINJUS Institutionalism and Justice foundation, Servio Tulio Castanos Guzman denied that there are constitutional conflicts with the new Penal Code. The debate continues.
